Scott Harper
Scott’s career began in 2005 after graduating from law school. Following three years as a commercial litigator in private practice, he transitioned to an in-house role, marking the start of his insurance career as a claims attorney. It was here that Scott ventured into crisis management, establishing the claims division for crisis management insurance. He handled hundreds of claims involving product recalls, restaurant foodborne illnesses, kidnappings and ransom, active assailants, and marine piracy. Leveraging his legal and claims expertise, Scott moved into underwriting, elevating his career further. He successfully led a dynamic product recall business and took on additional roles in compliance and operations. These “four pillars” of insurance discipline—legal, claims, underwriting, and compliance—make Scott an expert leader in crisis management insurance. His passion for crisis management inspired him to start his own MGA with Euclid, where he enjoys the freedom to innovate and provide custom-tailored solutions for the marketplace.
Scott lives in suburban New York with his two children and his pet cockapoo, Ruby. A self-proclaimed “science geek,” Scott has a keen interest in earth sciences and once aspired to be a broadcast meteorologist. He spends his free time with his family, enjoying hiking and kayaking in the great outdoors.

Joe Cala
Managing Principal
Joe has spent his career revolutionizing the product recall insurance industry, bringing innovative, tailored solutions to businesses of every size. Known for his client-focused approach and creative problem-solving, Joe has helped make specialty insurance lines more accessible to first-time buyers and a broader network of agents. His deep expertise and leadership have earned him industry awards as well as recognition as a trusted voice in this niche field, with opportunities to share insights at major events across the U.S. and Canada.
But there’s more to Joe than his professional accolades. Born and raised in New York, he’s now settled in a quiet shoreline town in Connecticut with his wife, their bernedoodle, and cat. A summer enthusiast at heart, Joe is always on the move, diving into daily HIIT workouts, running, golfing, tennis, rock climbing, hiking scenic trails, or competing in fitness challenges with friends. His passion for staying active is matched only by his love of food—he’s a self-proclaimed foodie who’ll travel the globe in search of the next great bite.
Whether he’s leading the charge in his industry or exploring life’s adventures, Joe brings energy, dedication, and a fresh perspective to everything he does.
Euclid Program Managers
Euclid Insurance Services, Inc. was founded by Peter G. Colis in 1952. The firm began as a retail insurance agency—selling all types of property casualty, and health and life products. In 1992, Peter’s son, John, joined Euclid. John’s experience included time at General Reinsurance Corporation and Aon Risk Services learning the reinsurance and program insurance business. Over the next 20 years, Euclid built both its program administrator and its employee benefit general agency business. As part of this evolution, the original retail insurance agency was sold in 2012.
Today, Euclid operates as a program administrator for specialty property casualty insurance programs, and as a general agency and third party administrator for employee benefit products. The firm remains family-owned and employs hundreds of people in locations across the U.S. and Internationally. While Euclid’s business model has evolved over the years, its core values remain unchanged. The company strives to deliver large company capabilities in a privately-owned, responsive environment for the benefit of its brokers, employees and policyholders.
Within the Euclid organization are a number of program managers who underwrite specialty property casualty business. Most of these operations are separate corporations that are jointly owned by Euclid and the insurance professionals that run the business.
Under this unique model, Euclid partners with best-in-class underwriters who invest their money and talent and become equity owners in their own program. Euclid will take them to market to find an insurance carrier and will assist in negotiating a program administrator agreement. Euclid then wraps its well-oiled administrative services – accounting, information technology, human resource, underwriting support services – around the company, allowing the owner underwriter to run the company with focus and efficiency.
